R20 Short Lamp Request for Exclusion from Energy Conservation Standards

Abstract: DOE is granting the National Electrical Manufacturers Association's (NEMA's) petition to undertake a rulemaking to determine whether to exclude from energy conservation standards under the Energy Policy and Conservation Act (EPCA, 42 U.S.C. 6291, et seq.), a certain type of incandescent reflector lamp (IRL). Specifically, NEMA seeks an exclusion for 120 volt (V), 100 watt (W), R20 short (having a maximum overall length (MOL) of 3 5/8 (or 3.625) inches) lamps ("R20 short lamps") marketed for use in hot tub spas. Such a review for exclusion is authorized under 42 U.S.C. 6291(30)(E), which allows the Secretary, by rule, to exclude a fluorescent or incandescent lamp if standards for such lamp would not result in significant energy savings because such lamp is designed for special applications or because the lamp has special characteristics not available in reasonably substitutable lamp types.
