  • Comment on Docket No. FDA-2017-N-0932 for "Agency Information Collection Activities, Proposed Collection; Comment Request; Experimental Study on Warning Statements for Cigarette Graphic Health Warnings." I support the implementation of graphic warnings labels for cigarettes. The picture on graphic warning labels "was generally the first thing people looked at and related to. It determined the strength of the warning's emotional impact and noticeability. For many participants, the picture played the key role in understanding the message, and tended to override the meaning conveyed by the words in the headline [67]" from PMID: 21606180 Suggestions to consider for the proposed study described in Docket No. FDA-2017-N-0932: The proposed study described in Docket No. FDA-2017-N-0932 will compare new potential warning statements meant to accompany cigarette graphic health warning labels in the future to current warning labels, and evaluate the resulting beliefs and knowledge of the negative health consequences of cigarette smoking. The study described in Docket No. FDA-2017-N-0932 may yield some important information about which text labels are most effective. However, I have a few concerns and suggestions to improve the study as outlined below. In summary, 1) Warning labels may have different effects when paired with images 2) Longitudinal studies will be required to understand the long-term effects of warnings 3) Messages related to health and beauty should also be tested 4) Additional outcomes could increase the ability to interpret results.
